I have no intention of speaking myself. There have been one or two points raised, but the one really difficult factor has been ignored. We are a small community in the midst of the Chinese. The infection comes from the Chinese. We cannot do anything without the Chinese. Any attempt at education will meet with the most determined opposition. Chinese parents will not hear of their children being taught such matters.
The difficulty extends further: we do not favour the provision of free treatment if at all advertised on the ground that it is certain to be altogether misunderstood as the young people would think they could indulge without fear.
The younger generation are much upset by the Revolution. The present lessening of morality among the younger generation is causing great anxiety among the older generation. Any large campaign among the Chinese would probably result in a very considerable amount of friction, and would probably do a lot of harm.
The problem refers to the Army, Navy, and the mercantile marine; the rest of the population are of a high standard. The first thing to be done is to ensure that immediate treatment is available for members of the Forces. With regard to the mercantile marine, I do not know if it is possible for the Naval Hospital to take any steps in treating them. The matter might be left to the firms to deal with their own employees.
With regard to registration, objection has always come from a certain section of the House of Commons who talk about encouragement of vice. So far as practical matters are concerned, we do not register houses of ill fame. A certain number are known to exist; if infection is traced to them, the infected person is immediately deported. Probably half the infection comes from people visiting the licensed areas.
Another point, that of quack medicines, ... A Chinaman ...
