HIS EXCELLENCY THE GOVERNOR.

I have no intention of speaking myself. There have

been one or two points raised, out the one really difficult

factor has been ignored, We are a small community in the midst of the Chinese. The infection comes from the Chinese.

We cannot do anything without the Chinese, Any attempt at education will meet with the most determined opposition.

Chinese parents will not hear of their children being

The difficulty extends further: do not favour the

provision of free treatment if at all advertised on the

ground that it is certain to be atsimtræi misunderstood

as the young people would think they could indulge without

fear,

The Younger generation are much upset by the

Rebelution. The present lessening of morality among the

younger generation is causing great anxiety among the

older generation, Any large campaign among the Chinese

suld probably result in a very considerable amount of

friction, and would probably do a lot of harm.

The problem refers to the Army, Navy and the nercantile

sarine; the rest of the population are of a high standard.

The first thing to be done is to ensure that immediate

treatment is available for member of the Forces, With

rega d to the mercantile marine I do not know if it is

possible for the Naval Hospitel to take any steps in

treating them. The matter might b. left to the firms to
